On Wednesday, December 17th, Waterford City and County Council signed contracts with construction consultants, Rogerson and Reddan Ltd., who following a competitive procurement process were appointed as lead design team for energy upgrades at Splashworld, Tramore.
 
The works, due to start in November 2026, will include a full decarbonisation of the building with the removal of gas fire heating which will be replaced with air-sourced heat pumps.
 
Other upgrade measures include the installation of new windows and doors, ventilation system upgrades, insulation upgrades, pool pump upgrades and a solar PV installation. The works are part funded by the Sustainable Energy Authority of Ireland (SEAI) under the Pathfinder program and by Waterford City and County Council. The decarbonisation of Splashworld will contribute to meeting Waterford City and County Council’s commitment in reducing its CO2 emissions by 51% by 2030.
 
Speaking at the signing of contracts, Gabriel Hynes, Director of Services with Waterford City and County Council noted that the upgrade works represent an exemplar project, clearly demonstrating how innovative renewable and energy-efficient technologies can now be successfully deployed as direct, practical replacements for traditional fossil fuel systems. The scheme highlights what is currently achievable using proven low-carbon solutions, while also delivering long-term environmental and operational benefits.
 
Mr. Hynes said, “This decarbonisation project also forms a key part of the Council’s wider commitment to tackling climate change and supports its strategic ambition to fully decarbonise. By transitioning away from fossil fuels for heating and hot water, the project makes a significant contribution towards the Council’s target of removing all fossil fuel use from Council-owned, non-domestic buildings by 2028.”
