On 31 August 2021, the government published ‘Reframing the Challenge: Continuing our Recovery and Reconnecting’, containing updated guidance to take effect from 20 September 2021, as part of a gradual and careful reopening process.

On 19 October 2021, the government, taking into account the latest developments with regards to the incidence and behaviour of COVID-19, and progress in the roll out of vaccinations, announced further steps in reopening, to take effect from 22 October 2021. However, due to a rise in the number of COVID-19 patients in hospitals and in intensive care units, further restrictions were announced on 16 November by the government in response to this development.
